James Heller

At 0.43 in the trailer of Prototype 2 you see a man with what looks like a primitive Blade Arm.

Well, I'm fairly certain that that was Heller, and that he hasn't quite mastered the powers he gained from Mercer's version of the Blacklight virus.

That's also why I think that the armored figure throughout the rest of the trailer is Mercer himself.

The reason I think that is also because of this reasoning:
As we all know, Alex has that sleek black armor, but the Supreme Hunter (which was bonded to Mercer at a DNA level) looked nothing like him when it formed, despite having the rest of his abilities.

Even after absorbing Cross, it still looked like a giant monster.

So I figured that Heller will suffer similar mutation, he may have an armored form, but I doubt that it will look exactly like Mercer's.

Personally I hope that you get to play both sides of the story, like in LoK: Defiance, or DMC4, or Ultimate Spider-Man the Game, or CoD: Modern Warfare. I loved all of those games, partly for the reason that you get to see two sides of the same story.
